Within the hour, first responders were moving through neighborhoods. Firefighters pounded on doors. Officers drove slowly through streets with PA systems urging residents to leave.
The state had issued the recommendation. The warnings had been transmitted. The protocols were followed.
And nothing happened.
Not nothing, exactly. Some residents evacuated. But far fewer than the models predicted. Families who lived in clearly threatened areas stayed put. Some told responders they'd wait and see. Others didn't answer their doors at all. A few said they didn't believe the threat was real.
This wasn't defiance. It was the accumulated weight of every broken promise, every warning that turned out to be wrong, every time help arrived too late or not at all. The warnings were being issued, but the trust required to convert those warnings into action had already eroded.
The fire service can knock on every door. Police can broadcast through every street. Emergency managers can activate every alert system available. None of it matters if the people receiving those warnings don't believe the source.
Our focus this year at Crisis Lab is understanding the dynamics behind how communities effectively manage complex crises. In our previous article, we established that leaders must learn to differentiate between signal and noise: the discipline of discernment in a world where everything demands attention. This article identifies the first factor that tends to undermine every system, structure, and form of governance that connects institutions to the populations they serve. And if anything so far in 2026 has shown us, it is that this one thing will determine how effective we are.
That factor is trust.
Trust as Infrastructure
Trust functions as invisible infrastructure. Roads, power grids, water systems: these are the physical networks that allow modern society to operate. Trust is the social network that allows those physical systems to serve their purpose.
When a utility company warns of rolling blackouts, trust determines whether residents conserve energy or ignore the warning. When emergency managers issue evacuation orders, trust determines whether people leave or shelter in place. When public health officials recommend protective measures, trust determines compliance rates.
In February 2021, Winter Storm Uri demonstrated exactly this dynamic. Texas officials issued warnings about grid strain. Many residents didn't conserve. When 4.5 million Texans lost power and at least 246 people died, ERCOT's credibility collapsed alongside the grid. The next time Texas issues a grid warning, how many people will adjust their behavior? How many will remember that the state had received explicit warnings after a similar 2011 cold snap and chose not to require winterization?
Physical infrastructure fails when maintenance is deferred, when capacity is exceeded, or when design flaws meet unexpected conditions. Trust infrastructure fails the same way.

How Trust Erodes
The erosion follows a pattern.
A policy decision prioritizes efficiency, cost savings, or regulatory flexibility over resilience. This decision rarely appears as an explicit choice to accept risk. Instead, it manifests as deferred maintenance, voluntary compliance frameworks, understaffed agencies, or infrastructure designs optimized for normal operations rather than stressed conditions.
Berlin learned this in January 2026, when saboteurs targeted a single electrical junction point. The city experienced its longest blackout since 1945. Investigators discovered what grid engineers had long known: cost optimization had created single points of failure throughout the network. Efficiency had been purchased with redundancy. The vulnerability wasn't hidden. It had simply been accepted.
Warning signs emerge. Experts raise concerns. Reports identify vulnerabilities. Sometimes these warnings reach decision-makers. More often, they circulate within technical communities while institutional structures fail to translate them into action.
That same month in Spain, a train collision killed 43 people. Union representatives had raised concerns about track conditions before the crash. The investigation continues, but the pattern is familiar: warnings existed, institutional structures failed to convert those warnings into action.
Then the system fails. Communities experience the gap between what they expected and what they received.
Trust erodes. And this erosion isn't limited to the specific institution that failed. It cascades downward. When federal agencies fail, state institutions inherit the skepticism. When state institutions fail, local trust erodes. Eventually, the first responder at your door during an evacuation is met with doubt, not because of anything they did, but because of accumulated policy failures above them.
In Hawaii, this cascade played out across years. In January 2018, a false ballistic missile alert sent residents scrambling for shelter for 38 terrifying minutes. The cause was mundane: poor user interface design and inadequate process controls. The trust damage was not. Five years later, when wildfires swept through Lahaina, outdoor warning sirens stayed silent. Officials explained that sirens might have sent people toward the flames. But community surveys told a different story: after the missile alert, many Hawaiians had stopped trusting the warning systems entirely. The systems that might have saved lives had been undermined years before the fire began.
The Widening Gap
Modern crises don't respect the boundaries we've drawn around them. A cyber attack cascades into infrastructure failure. Infrastructure failure cascades into public health crisis. Public health crisis cascades into economic disruption.
In April 2025, cascading power failures swept across Spain and Portugal, moving faster than institutions could coordinate response. The interconnected grid designed to provide resilience instead transmitted failure across borders. Each domain had its own response protocols, its own agencies, its own chains of command. None were designed for the moment when all plans collided simultaneously.
This is the complexity-response gap: crises now move at system speeds while institutions still operate at human speeds.
Trust erosion widens this gap. Communities facing compound crises require rapid coordinated response. But when trust has been depleted, communities don't follow guidance, don't evacuate when told, don't seek help when available. The coordination capacity that policy has allowed to atrophy becomes impossible to reconstitute during the emergency itself. Throughout 2025-2026, FEMA's workforce shrank from 29,000 to 23,000 employees while the agency operated at 65% of authorized staffing levels. Whatever one's views on federal workforce size, the operational reality is straightforward: reduced capacity means reduced capability. And communities that have watched this reduction in real-time adjust their expectations accordingly.
The emergency management profession has spent decades building sophisticated response frameworks. These frameworks assume a baseline level of public trust that policy decisions have systematically undermined.

What Municipal Leaders Can Do
The structural factors driving trust erosion operate at national and international scales. But community resilience is built locally. Municipal leaders and emergency managers can't control federal policy, but they can take concrete steps to protect and rebuild trust within their jurisdictions.
Map your trust landscape. Before the next crisis, understand your community's baseline relationship with local institutions. Where has federal or state failure created local skepticism? What populations have been historically underserved? What previous incidents have shaped how your community perceives emergency management? Trust is measurable. Treat it like any other critical infrastructure: assess it, maintain it, invest in it.
Establish local identity. Your community's emergency management isn't FEMA. Make that clear proactively. Build local credibility through consistent, visible engagement before disaster strikes. The emergency manager who is known and trusted will be believed during the crisis. The one who appears only during emergencies inherits all the distrust accumulated from elsewhere.
Close the warning-to-action gap. Hawaii's sirens weren't activated in Lahaina. Texas ignored winterization warnings for a decade. Spanish unions raised concerns before the crash. Examine your own systems: Do warnings reach decision-makers who can act? Are there institutional barriers between "someone sees a problem" and "something gets done"? Policy fixes this. Heroic individuals don't.
Require resilience, don't request it. Texas didn't require generators to winterize. Berlin's grid had single points of failure. These were policy choices. Audit your critical systems: Where have efficiency gains created fragility? What's the policy mechanism to require resilience, not just recommend it? Voluntary improvements rarely happen.
Practice honest capacity communication. Ukrainian emergency managers have learned to communicate clearly about what government can and cannot provide. Societies under duress have higher tolerance for truth than peacetime institutions typically assume. Tell communities now what services are available, what response timelines look like, and what households should prepare to handle themselves. Honesty about limitations must come paired with guidance on alternatives.
The Choice
Trust isn't rebuilt through messaging campaigns or public relations efforts. It's rebuilt through consistent policy choices that prioritize community resilience over short-term efficiency.
The pattern is visible. The trajectory is clear. Every policy decision that trades resilience for savings, every warning that goes unheeded, every system designed without redundancy: these compound into the trust deficit communities now face.
Policy created this problem. Policy can address it. But only if leaders at every level recognize that trust is infrastructure, and start treating it accordingly.
The next evacuation order is coming. The warnings will go out. First responders will be at doors. The question is whether anyone will believe them.
That outcome isn't determined during the emergency. It's determined by the choices made now.
